Abstract
This EIP decomposes the flat 21,000 intrinsic transaction cost into explicit primitives, each priced to match the resources a transaction actually consumes. A plain ETH transfer to an existing account remains at 21,000 execution gas, and contract-creation transactions cost the same whether or not they carry value.
