Net Gas Metering for Account Changes
Make repeated value transfers cheaper by charging account changes once per transaction and refunding accounts that return to original state

Abstract
This EIP applies net gas metering to account balance changes. A value-bearing CALL pays a base cost and a charge for each account it changes for the first time in the transaction. Later changes to the same accounts cost less, and restoring an account's original balance earns a refund if its nonce is also unchanged. The gas stipend becomes a minimum callee gas limit.
